Rust repairs

Allen bought a demo 1972 Dodge Charge in Pittsburgh PA. Blah, Blah, Blah, i ended up with the car and this is the rust damage that needs repaired. On the left side are the repairs needed. On the right is the suggested fix for the body shop. The ones that state skip I’m going to try to repair myself in order to try and save some costs. The pictures show the uni-body post blasting with a medium glass.

LH full quarter panel

I want this fix. The rust repairs in this photo could be repaired when replacing the LH Full quarter Panel? Or Do you propose we use the LH Skin and then copper spoon fill this trunk edge? My thinking was that since this LH side seems to have issues all around within the range of the quarter panel that it might be less hours to just replace the entire quarter, panel, but you would have to confirm that. Every picture below that has the picture of the replacement LH full quarter panel is assumed to address the issue on the left hand side. Let me know if this is not clear.
